The International Centre of Insect Physiology and Ecology (icipe) has received financing from the World Bank towards the Regional Scholarship and Innovation Fund Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) will be to Conduct an Independent Technical Evaluation of The Rsif/Mozskills Research and Innovation Grants. The specific objective of the evaluation is to Conduct an in-depth review/evaluation of the 14 Mozambique funded research and innovation projects implementation efficiency and progress towards achieving desirable specific goals and impact, especially strengthening the overall university innovation ecosystems and the contribution of key outputs to the knowledge economy.

The International Centre of Insect Physiology and Ecology now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is:

  1. A PhD in chemical and engineering sciences, agriculture, environment and natural sciences, or other relevant scientific disciplines, with at least 10 years of proven experience in programme evaluation. Attach CV and copies of academic certificates.
  2. In- dept knowledge of the development issues in SSA, national and regional science, technology, and innovation policies.
  3. An in-dept understanding of key aspects important for innovation development, the technology transfer process and the role universities and public research institutes play in the process of transferring knowledge to end users.
  4. Proven track record and experience with evaluation of similar regional science and innovation programmes or projects.
  5. Excellent skills in data collection, analysis, and report writing.
  6. Excellent writing and communication skills in English and Portuguese. Individuals based within Mozambique will have priority.
  7. Practical experience in technology transfer, commercialization of research results and/or technology development will be an added advantage

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 6th edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
