Kenya High-Level Policy Dialogue on Higher Education and Skills Development

Description

PASET Rsif, in partnership with the African Centre for Technology Studies (ACTS), conducted a multi-country study on doctoral and post-doctoral training and their contributions to national economies in Rwanda, Kenya and Ethiopia. This high-level policy dialogue seeks to build on these findings, offering a platform for key stakeholders in Kenya to reflect on national priorities and emerging trends, share best practices, and shape strategies that will enhance doctoral training, align higher education policies with economic development goals, and strengthen partnerships between academia, government, and industry to foster a dynamic knowledge economy.

 

2. Objectives

The high-level policy dialogue aims to:

i. Deliberate on strategic policy approaches to strengthen higher education and skills development in Kenya, drawing on insights from the recent multi-country study on doctoral and post-doctoral training conducted in Rwanda, Kenya, and Ethiopia.

ii. Highlight the contributions and impact of the Regional Scholarship and Innovation Fund (Rsif) as a sustainable, government-led model that complements national efforts to build science, technology, and innovation capacity across Africa.

iii. Generate actionable policy recommendations to enhance the quality, relevance, and impact of doctoral education, post-doctoral training and research in advancing Kenya’s economic transformation and inclusive innovation, while offering insights applicable to similar contexts across the continent.

 

3. Expected Outcomes

The policy dialogue is expected to:

i. Strengthen stakeholder understanding of strategic approaches to higher education and skills development in Kenya, informed by comparative insights from across Africa.

ii. Promote alignment between higher education policies and national development goals, while elevating the visibility and support for the Regional Scholarship and Innovation Fund (Rsif) as a sustainable, government-led model for building science and innovation capacity.

iii. Generate actionable policy recommendations to enhance the quality and relevance of doctoral education and research in advancing Kenya’s economic transformation and broader regional development goals.

 

4. Participants

About 50-60 participants are expected to attend the high-level policy dialogue event. These comprise key stakeholders in Kenya drawn from relevant ministries, academia, industry, development partners, regional experts and representatives of the PASET, Rsif and ACTS.
