The Regional Scholarship and Innovation Fund (Rsif) is the flagship programme of the Partnership for Skills in Applied Sciences, Engineering and Technology (PASET), established by African governments to address critical gaps in knowledge and skills necessary for long-term, sustained economic growth in Sub-Saharan Africa (SSA). Rsif is anchored at the International Centre of Insect Physiology and Ecology (icipe) in Nairobi, Kenya, which serves as the Regional Coordination Unit (RCU). In this regard, icipe seeks the services of an Individual Consultant to support the in-country implementation of the study on Doctoral and Post-Doctoral Training in Senegal.
The consulting services (“the Services”) will be to assess the current status, challenges, opportunities, and contributions of doctoral and postdoctoral training and research to national economic development in Senegal.

The International Centre of Insect Physiology and Ecology now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is:
- Advanced degree (PhD or Master’s) in Education, Social Sciences, Public Policy, or a related field, with familiarity with PASET/RSIF or similar regional scholarship programmes.
- Minimum of seven (7) years of experience in research, including the design and implementation of mixed-methods studies, with experience in using bibliometric tools and research output databases.
- Proven experience in higher education policy research or evaluation in Sub-Saharan Africa
- Strong knowledge of the national higher education and doctoral training landscape in the country of assignment, with established networks across universities, relevant ministries, and research agencies.
- Demonstrated experience in quantitative and qualitative data collection and analysis (using SPSS, Stata, R, and/or NVivo), with experience in producing policy briefs and other dissemination products for diverse audiences.
- Excellent written and oral communication skills in English and/or French (as applicable to country). Individuals based within Senegal will have priority.
- The application should be in English language.
